Ballot tampering proof?

.. not as though it matters to Obamacare lovers, but what are you supposed to think when you receive a ballot that's "premarked"?

A voter in St. Louis County has turned over to the FBI an absentee ballot she claims was already marked “no” on one issue, before she opened it. 


Cecelia Geekie tells KMOX she went to FBI headquarters in downtown St. Louis Tuesday to ask for an investigation.   She says an FBI representative took her complaint and the absentee ballot in question.
As KMOX first reported Tuesday afternoon,  Geekie claims she got an absentee ballot in the mail from St. Louis County for the August 3rd primary, and found someone had already filled in a “no” vote on Proposition C, the statewide ballot issue on health care.  
Geekie is sounding the warning for other absentee voters to check their ballots, suspecting that someone was attempting to steal her vote.

For those of you who don't know... "NO" means you don't want Missouri opting out of the Obamacare healthcare plan.    So is it any surprise when a ballot for voting for/against Obamacare is already premarked?

 St. Louis County Republican Director of Elections Joseph Goeke examined a photo copy of the woman’s ballot obtained by KMOX.   Goeke does not believe it was tampered with internally, because of several safeguards.



So it was tampered with by Mrs. Geekie?    .
Geekie is the aunt of Pat Brennan , a candidate for the Missouri House. Brennan has been a vocal Prop C supporter. Both Geekie and Brennan deny any tampering with the ballot themselves for political reasons.

Right, someone running for the Missouri House is going to tamper with a ballot (opposed to a measure the candidate is in favor of?)

Adding to the confusion of Geekie’s absentee ballot,  a portion at the very top for internal use appears to have been “whited out” and remarked showing the location, township, and initials of the Republican and Democratic workers who handled her ballot.

Upon learning of the white-out anomaly ,  Republican Election Director Goeke questioned several members of his staff in the presence of a KMOX reporter.   Staffers told Goeke it appeared someone may have grabbed the wrong type of absentee ballot, realized it, then whited out the parts they had filled in and put it back in the cubby hole for the next person to use.

The moment it was wrong.. it should have been _VOIDED_ , not reissued/whited-out...   How did that ballot even get out of the offices, Mr. Goeke...   Oi Vey, this is our Missouri Election commision, Missouri... and you don't think there's been fraud before?
