When did St .Louis become the SPCA?

..now that the city outlawed euthenasia?

The St. Louis City pound has a sign on its front door that reads "not accepting animals". The sign was put up this weekend, for the first time ever, after the city made a monumental policy change. Euthanasia is now the last resort at the facility that last year put down more than two thousand animals.
 I understand that it's hard to put a nice lovable animal down, but sometimes it has to be done...   Unfortunately, there are some pet owners that never should have been pet owners...

(Of course, this explains how come my wife picked up the most hyper-active collie-mix I've ever had.... who'd been there since April.)
